Refugees escape war, poverty, persecution, etc. They even resort to extremely risky journeys to escape with their life.
Refugees can't work.
Economic migrants migrate for work and better standards of living. They don't willingly make perilous journeys to achieve their dream. But unfortunately some people smugglers are carless with their 'cargo' and accidents happen. Economic migrants work for lower wages because they can be taken advantage of, but they cannot complain, they cannot register for health, education, housing etc.
Channel crossings made by economic migrants pretending to be refugees should be appropriately identified and returned to their country of origin, (if the government system worked!)

Ellal has not made any differentiation between any refugees. He has consistently displayed a humanitarian approach to all refugees. Whereas Bodd has made an obvious differentiation, not only to specific refugees depending on their origin, he apparently appears to be (slightly) hospitable towards Ukrainian refugees but would draw the line at any other refugees. Sounds like 'dilly dallying and generally fannying around' to me...As for taking in a Ukrainian refugee....I simply don't know yet, I'd need to know all the practicalities first.
