Personally I don't see why it's not possible to simply grant the oil licenses on condition that the fuel is landed, refined, and sold in the UK...
The oil companies can either accept they'll make slightly less profit, or they can leave it under the North Sea and make no profit from it at all...

steel
car production
wind turbines
water
railways
fishing
nuclear power
giga factories

cabotage restrictions
inability for musicians, performers, engineers etc etc to work easily in EU
