It will likely reduce the time needed for the border guard to search through the dozens of entry/exit stamps you have to match the one he is about issue. The problem of course is for countries that have 1000s of entry / exit points, which usually comprise of a small police station/port office.

Other laws may be broken, such as abuse or harassment, but not the Hate Crime law to which you referred.
