Stamping out racism in the army is an ongoing challenge and conscripting people and dramatically widening the pool of instructors will only dilute the quality.

Actually the same method used with the Police went in yonks ago. It takes time. It helps. There is always inertia.

Your also being racist in a certain way inferring a drop in quality due to race. Do you apply that to GPs, nurses, MP and many other areas? The main problem with conscription is lack of choice and introducing it. Colour etc irrelevant in that respect.

The other option. I can see a situation where some of the people in the work areas spending time trying to do something useful with them rather than their actual job. Sure they can observe but they can't just replace. The filth often travel in pairs - suppose there is still the back seat. LOL I sometimes use the French term not that I mean anything by it. Would this option help? A bit of a pass it might widen peoples horizons and what about graduates?
