It sounds like the killing is a complex case. I've not looked into it yet.
As regards riots, I can see why, as a matter of public policy, all governments like to have strong sentences for rioting. It was the same in 2011. They obviously don't want the country to spiral out of control so they need to make it something you will be strongly penalised for as a deterrent.
