I thought this might crop up despite police asking people not to make assumptions, Part of the reason for that is the terrorist law use relate to having an ISIS manual. That in itself does not make a person a terrorist even under those laws.

No, I've said he could be a terrorist but, as yet, the police say he isn't being treated as one. I know facts aren't your strong point.
There is no requirement to prove motive.

The additional charges are:

Possessing information, namely a pdf file entitled “Military Studies in the Jihad Against the Tyrants: The Al-Qaeda Training Manual” of a kind likely to be useful to a person committing or preparing an act of terrorism, contrary to Section 58 of the Terrorism Act 2000.
