A picture of a bag taken by the culprit.
Maybe the council have their own photographic evidence?
The culprit tried to appeal, so his credibility is already suspect.
Why did he not produce that picture in his attempted appeal?

The council are a waste of space & as for the dcks up in Northampton as far as I am concerned they should have all there assets seized , houses , cars and any thing else of value in order to pay back the tax payer for there incompetence
some one who is clued up on this caper is Gasbanni , he has posted many times on waste licences in another place ages ago . He has also been stopped by council jobs worths over the caper
it was appealed . There may well have been a kit kat wrapper which tipped it over the edge for the council
gert caught with a 2nd hand boiler part in your van & it can be or will be classified as waste by the council.
