An attack on that facility would have a similar effect to a tactical battlefield nuke but would be deniable as they have already accused the Ukranians of deliberately bombing there own power station

It's not an outcome that he wants. It might be one he decides is worse than losing Crimea, but that's the only realistic situation where he'll roll them out.

Ukraine has been taking a lot of ground in the last 6 weeks or so, the russians are on the backfoot, at least 9000 km2 has been taken back, have you not seen the news recently?
