The thought of any resolution to generally restrict arms sales is ridiculous. It would be vetoed in the UN. A NATO sanction to do so is somewhat different but only ever aimed at specific countries. However there are countries that do not belong to NATO.

The imminent battle for Kherson will determine the outcome of this conflict, i think.
Russia is clearly determined to hold the city at all costs and with the appointment of 'General Armageddon' (the man responsible for annihilating ISIS in Syria) will make sure their soldiers are a damned sight more afraid of him than the enemy.
Ukraine know that if they can retake the city they have Crimea in their sights and can force a total rethink of the strategic situation of the whole battle zone. Civilians have been evacuated but many will remain and trust in God and their guardian angel to keep them safe in the coming weeks.
Putin may order the destruction of that dam or even target the nuclear plant if the battle turns against him.

Im not sure of that, there are reports of wide scale looting, lorries loaded up with stolen gear headed out of Ukraine.

Russia has been laying the groundwork for retreat from Kherson. It's expected They're going to blow up a dam to help prevent the retreat allowing the UAF to get to the left side of the river. They're trying to hold their ground until winter mud and weather makes further advances hard, then building up for an offensive in the Spring of 2023. The weather has already started impeding movement but the worst is yet to come.

I'd imagine the situation has become fluid so recent reports may not match events on the ground.
I hesitate to draw a comparison with Stalingrad but the topography is eerily similar, with the river at their back they face a difficult choice: defend the city and risk becoming encircled, as supplying troops will be fraught with peril, or do they retreat to the eastern side of the river and pound the crap out of anyone fool enough to enter?
I'd suspect that Ukraine is worried about Russia flooding the river - actually they are from the latest info coming out. Russia has mined the dam etc.
There was report that U|krain has captured so many villages, citie and etc but no comment as to where so probably an over all total. In the region being discussed the captures look to be few and villages.

The problem with that is that they have military aspects as well - as some other places have found to their cost at times.
