It's more 'what is the criteria'.
It's like saying how many breeds of cats are there. There's some types of cats that aren't 'breeds'. So you first have to define the criteria for your question to receive a sensible answer, and not just a silly guess, intended to create a political argument.
Fortunately, there's internationally defined criteria for asylum seekers to meet for their claim to be successful.
