Labour do have plans concerning skills needed - jobs that need to be done.

The first sentence doesn’t say anything other than there are many contributing factors one of which is low pay. Well that’s kinda obvious. The issue is what causes the low pay. Low skill, commodity skill, low business value etc.

There are two ways to look at this:

1. They should be paid more because they can’t live on their wages.

2. They should be helped to develop more valuable skills so they can earn more.

I like 2, you like 1. We won’t agree

So your solution is for everybody doing jobs that are low paid should be retrained to do more valuable work

So what happens to the millions of jobs that they have left? ..........if you want it left to market forces then employers will have to offer more money to recruit. So why not pay them the correct amount now?

why has the wages of the CEOs and top managers massively increased but wages for the low paid stagnated?

There is some truth in that at an individual level, people can develop better skills and better pay, often a good route to that is self employment. But people in care homes still need someone on low pay to wipe their arse.

What do you think would happen to a job's pay if nobody applied, but it was essential?

1, they'd import workers - as is often the case in the care sector
2, they'd pay more or structure the job better to attract people.

No. company and college trained which takes longer and covers more areas. Collages eventually started dishing out degrees. I'm a poor old with distinction.
 
ah it was your normal Yoda grammar that confused me. I thought you were suggesting everyone can get a 1st class honours degree.

You understand that a person on minimum wage, can probably do things to develop their skills so they are not on minimum wage, without getting a 1st class honours degree?

ONC/HNCs are 1 year full time or 2 years part time. I'm not aware that you can do an honours degree in less time than that.

So who should do the basic jobs on low pay ?

So who will do the jobs they leave to get the better jobs? The problem will still exist.

Imagine you are an employer of people. You post an advert for a job. Nobody applies. You are sure its well advertised, yet still nobody applies.

What will you do to fill your vacancy? I promise you don't need a 1st class honours degree to work it out.
