Z has booted out a swathe of officials but it'll be difficult when the war subsides, and money swirls in from everyone wanting a stake in the rebuilt country. Wikipedia indicates how people think corruption is part of how things work.

There was a brilliant series on bbc4 recently covering Russia from 1985 to 1999, the collapse of communism and democracy, still available on iplayer and well worth a look, all the film footage is previously unseen.
