When they voted in 2004 it was almost 50 percent of ukraine terriority pro russian, pro putin.
Similar voting again in 2014.
I think you need a history lesson.
When the ultra nationalist regime of zelensky is deposed then peace talks can begin.

Russian troops, tanks and armaments flowed across the border. They were often described as "soldiers on holiday" visiting. On occasion a Russian armoured vehicle with a Russian crew got lost and drove into government-controlled areas and were arrested
