There are no 'tryustworthy' partners, that's why as recently as yesterday Germany were calling for the abolition of veto's and unaminous voting.
Are you telling us that every member nation had to agree with any EU legislation?
That means that prior to Brexit UK would have had to agree with all EU legislation.

Considering democracy only as about "50% + 1 must decide whatever" regardless of the minority, is superficial and reckless, European Union includes different countries with different realities and needs that are not always symmetrical and overlapping; the veto is needed for issues that can have a strong impact on countries, otherwise an emerging majority dictatorship can force countries with different needs to be in an unfair position towards the EU, jeopardizing the entire equity of the EU that will end inevitably to create unmanageable fractures.

Perhaps we should allow all towns and cities in the UK to have a veto over government policy?
