Actually I don't think banking crisis aspects such as HBOS have anything to do with what you are trying to point out.

An aspect that does is the invention of some number that Labour wants to achieve and some feeling the entire load will fall on them. The budget is needed to determine that aspect. The IFS had a go at explaining the general problem - it went something like loading one source for it all just isn't on. It's more complex problem than that.
